In 1997, when a destructive flood wave threatens the capital of Lower Silesia, scientists and local government officials are faced with life and death decisions. Led by the aspiring clerk Jakub Marczak, the local authorities, in an attempt to save the city, bring in Jaśmina Tremer, a female hydrologist with a troubled past. Simultaneously, the rebellious residents of Kęty near Wrocław are surprisingly led by Andrzej Rębacz, who had just returned home.
