Amazon Studios revealed Ilya Naishuller's next action comedy film, Heads of State, in October 2020. It stars John Cena and Idris Elba, who previously worked together in The Suicide Squad; Priyanka joined the cast in April 2023. The following month, Richard Coyle, Sarah Niles, Jack Quaid, Carla Gugino, Stephen Root, and Paddy Considine joined as the remaining cast members of the film. May 2023 saw the start of filming in London, while July and August saw the filming of the action scenes in Trieste.
The makers are keeping the film's main details under wraps, but rumours suggest it will be an unconventional buddy cop movie reminiscent of the high-octane action flicks of the '90s.
In 2023, while Priyanka was busy promoting Citadel, she spoke to Collider about Heads of State, stating that following the conclusion of this promotional tour, she would be filming Heads of State, an Amazon Prime original feature starring Idris Elba and John Cena. After the actors' strike in Hollywood, the makers resumed filming Heads of State in France. The makers have not yet announced the release date on Prime Video.
